I accept Release Daniel O’Regan Assign Koskinen Steel and Kyrou to Manitoba Koskinen is a minor league player and can not be sent directly to the farm. The league has operated this way for years. However, if I am being fully transparent the actual written rule is not included in the current version of the rule book for some reason. So with that said, I am going to start a poll and put this particular transaction to a vote. If the league allows it, Koskinen goes to the farm on a technicality omission, if not, he must test waivers. Regardless of the outcome there will be an immediate emergency modification to the rule book to actually include the written version of an "understood" rule that has been in this league for years.

I can easily make a roster move to accommodate this. I was under the impression that farm to farm was okay in a trade but nhl team to farm needed to clear waivers. Either way I appreciate you being clear and putting it to a vote I’ll make necessary roster moves after poll closes.

I have to agree with some of the points made by the Jets. I think that as long as all players in the trade have already tested through waivers and sit on either farm team that trades from farm to farm should be seamless.
If any trade involves a player that has not tested waivers or sits on a NHL roster then such player should have to test waivers if that GM wanted to send them down.
Either way however this shakes down some clarification and line drawing as to what is and what is not allowed in this regard would be beneficial going forward.

Trading minor league players from farm to farm has not been permitted for years and 100% will not be permitted moving forward.
