After discussing this for a while with Derrick I wanted to know how the other GM's feel about the current ruleset concerning the team finishing last in the regular season being automatically awarded the 1. overall in the entry draft.
My problem with the current rulebook is that takes out all competiveness for the teams who aren't likely to make the playoffs. For example in my case it would be beneficial to bench say, Malkin and Carter for every single matchup for the rest of the season. However while that would be just fine by the current rulebook, I don't think it shows any sportsmanship and it would just artificially boost the stats of whoever I'm facing in the rest of the matchups for the season.
What I'm proposing is that there would be draft lottery for the bottom 4 teams or so, with the last place finisher not being awarded the highest chance for the 1. overall entry pick. Or even swapping the current waiver draft pick procedure and entry pick procedure around so that the one who wins the consolation playoffs gets the 1. overall entry pick, which is certainly much more of an award than the 1. overall waiver draft pick.
However I'll gladly leave the details for Derrick to iron out and to come up with a future poll regarding the definite ruling, but the poll I've made here is to see if the rest of the league agree in principle with me that there are some serious issues with the current rule settings and that a rule change of some sort is in order.
I can definetly see one "no" showing up.

The question is not put out the best way though, my intent is just to ask if you agree that the current rulebook needs some work. There would be another poll with ironed out options to vote for in the future if the amount of "yes" votes here is enough to varrant a change.

I love the idea for a draft lottery much like in the NHL where the bottom say 3 teams get a chance at the number one pick. Great idea and would sort of keep people from tanking.

I would use a little easier way. 1st pick is coinflip between teams #11 and #12. Then 2nd pick is coinflip between #10 and which of the previous is left. That could go up to top5 picks, then just use whatever the rankings are. Just a suggestion mates.
edit: weighted lottery system might be hard to make. compared to what I suggested.

I don't necessarily have a problem with a rule change regarding a draft lottery but I hate the idea of the Consolation bracket Champion winning the 1st overall Entry Draft pick. I hate it because that team is supposed to be on the cusp of making it and I feel like the teams most in trouble should get the higher picks. I think 1st overall in the Waive Draft is huge and makes more sense for a team in that position. You could do a weighted lottery for the bottom 4 teams or something.
12th = 55% 11th = 30% 10th = 10% 09th = 5%
Something like that, that way the two Consolation Bracket Finalists still have the Waiver 1st/2nd to fight over (which is huge) and the bottom 4 teams have some chance to win a spot up in the lottery. I'm not sure how this can be implemented but I'm suggesting winning a spot higher and not necessarily 1st overall going to the 9th place team, similar to the real NHL.

If possible, we should also have a penalty for each day you don't set your line-up. Something like a 2% reduction in lottery odds (spread proportionately amongst other potential lottery teams) for each time you forget to set your line-up. This would solve many of the incentive issues we face. Derrick, how difficult would that be to maintain?

It wouldn't necessarily be that hard to maintain (since Yahoo logs the lineups daily), but it does get a bit hairy in certain respects. When does the penalty start to incur? From the beginning of the season or after a certain date? How do we distinguish between "forgetting" and purposely benching? Sure, in an ideal world I would want GM's to set their lineups every single day, but I realize things come up sometimes. I don't want the league to have so many rules that the experience becomes a burden, ultimately resulting in GM's becoming disinterested.

I like what Nos says 1st and 2nd waiver is a big deal and great prize for doing well in the consolation bracket. Bottom four lottery makes sense. If your going to implement further percentage docking it should be after a set amount of days that you don't set your line up. The season is long so maybe 15 to 30 times of forgetting or just not setting your players.
