This change is in regard to the discussion that took place on the San Jose Sharks Farm Transaction thread, you can check out that discussion here.
I brought up the fact that we've been following a rule that never existed to begin with and the rulebook should at least be amended of this or changed entirely to a more satisfactory system. This is the rule in question:
Section 6: Draft Procedures
I) The Inaugural Draft (the draft beginning May 6th) is a 19-round draft where you may draft ANYONE who has already been drafted by or played with a NHL club. This means that you will be able to take guys ranging from Jagr, to Crosby, to Malkin. Also, keep in mind prospect eligibility when drafting. A prospect is defined as: a player with less than 150 NHL games experience and the age is 24 or under 24 (as at June 1 each year). YOU MAY TAKE PROSPECTS IN THE INAGURURAL DRAFT.
This rule is for the Inaugural Season but it follows an 'umbrella' format for all future drafts/eligibility. Seems pretty clear, you may sign anyone who has either been drafted by an NHL club or any player who has already played in at least 1 NHL game, but what about players who don't fall under this restriction? Players in the past such as Jonas Gustavsson and Fabian Brunnstrom, currently I tried to sign Tanner Pearson who was never drafted and isn't eligible to be drafted any more. This would suggest he'd have to play in at least 1 NHL game to become eligible to be signed under the current rules. We've been following a 'contract signing' rule where the player in question would have to sign an NHL contract and that would be the point of eligibility.
I have a problem with this rule since it's rewarding the hype machine rather than actual scouting. I think it would be fair to allow managers to draft anyone that meets the requirements of a Prospect or Minor Leaguer regardless of if they fell through the cracks or not. First manager to scout the player and sign him, I think that's fair. The problem the previous rule had was a player could be signed by an NHL club at any time and therefore it was totally unpredictable, the manager who would be online at the time of signing would be awarded the player rather than the manager who became aware of the talent the player possessed first. So...
Amend the rulebook to include the 'contract signing' eligibility clause.
OR
Amend the rulebook to allow managers to sign any Prospect or Minor Leaguer not from the current year's Entry Draft Class or younger.
