We, the owners, in order to form a more perfect league, establish justice, ensure sportsmanship, provide for greater defense, promote glorious offense, and secure the blessings of competition to our posterity, and we, do ordain and establish this constitution for the NAFHL.

1) Administration of the League
A) The league shall be known as the "NAFHL," established in the spring of 2006 for the entertainment of its participants. The league uses the achievements of selected National Hockey League players as the basis for competition among members of the league.
B) Each NAFHL season officially begins with the puck-drop of the first game of the NHL season in the fall and ends with the final buzzer of the NHL season in the spring.
C) Any league modifications, including rule changes, decided upon during the off-season take effect immediately, unless otherwise noted.
D) This is a free league. There are no monetary prizes except for recognition and personal satisfaction at this time.
E) Each season uses “Yahoo Fantasy Sports” to manage each league. As members of this community, each manager must abide within the bylaws Yahoo Sports has placed before them in addition to the ones presented in this rulebook. Per Yahoo, these (numbered) rules include:
1. All league-related transactions will be executed with the intent of improving the owner's team and it’s standing within the league (discretionary).
I) This does not include “ignorance of fact.” If any act is deemed reasonably suspicious, has a negative drawback, or in any way directly affects or alters another manager’s normal course of action, regardless of its “innocent appearance,” will not be allowed.
2. No owner may drop or "dump" players from their team for any reason other than improving their own team or it’s standing within the league.
3. No owner will engage in any action that might be deemed to be collusive.
4. No owner will make any roster moves whose sole purpose is to hamper the play of other owners.
5. No owner will take any action whose purpose is to; in anyway, interfere with fair play in a league (discretionary).
6. Any discrepancy not settled between managers and/or this league that is not clearly stated in this rulebook or any term that might be coined “vague” amongst the rules stated in this rulebook shall be decided on an individual basis as they apply at the discretion of the league Commissioner.

2) Stat Categories / Summary of Settings
A) The league will use the Yahoo head-to-head (H2H) scoring
B) During the regular season, your team will square off in a weekly matchup against another manager's to see who can compile the best stats across a number of different categories. A new weekly matchup begins every Monday and will consist of a set number of games based on your league's statistical categories. Each stat category counts as one game; with the win going to the team that finishes the week with the highest total in that category (the cumulative total after each Sunday's games). So, if in a given week, your team scores more goals than your opponent's, you would be credited with a victory. However, if your opponent's team ended the week with a better save percentage than your team, you would be charged with a loss. If the two teams end up tied in a given category, each will receive credit for a tied game. This weekly win-loss total will be added to a cumulative season record where each win counts for two points, each tie counts for one and each loss counts for none. The total of these points will be used to determine standings and playoff seeding.

3) Roster Requirements
A) The following are the roster positions: 3 Centers, 2 Left Wings, 2 Right Wings, 1 Forward, 4 Defensemen, 2 Goalies, 5 Bench Players
B) At no point during the season or offseason may a team exceed the maximum roster limit for his/her main roster.
C) At no point during the season or offseason may a team exceed the maximum roster limit for its farm roster.
D) At no point during the season or offseason may a team exceed the maximum roster limit for its farm-farm roster.
E) Free agents can be signed to your active roster during the season through the Yahoo system.
F) Free agents being signed to the farm must be posted on your forum transactions page.
G) No non-prospect, no-minor leaguer player may be sent to the farm team.
H) No non-prospect, no minor leaguer player may be sent to the farm-farm team.
I) Prospects do not need to clear waivers before being sent to the farm
J) Minor leaguers need to clear waivers before being sent to the farm.
K) Goalie "games played" is noted by the actual number of games a goalie has participated in his career or in that particular season, not the number of games in which he has started.
L) No team may draft any player without first having an eligible spot on its roster or rosters to draft that player
M) No prospect may be drafted or signed to any NAFHL roster unless that prospect was drafted by an NHL team or has signed a contract with an NHL team.
N) No minor leaguer may be drafted or signed to any NAFHL roster unless that minor leaguer has signed a contract with an NHL team.
O) No regular player may be drafted or signed to any NAFHL roster unless that regular player has signed a contract with an NHL team.
I) No player may be signed or drafted to any NAFHL roster that is currently retired from the NHL.
J) No player may be signed or drafted to any NAFHL roster that is an unrestricted free agent in real life.

4) Waivers/Suspended Waivers
A) At the beginning of the season, the order of waiver priority is determined by the inverse of the original order of the most recently completed waiver draft.
B) All waiver eligible players will be placed on waivers for 2 days.
C) When a player is dropped/sent to the minors from a Yahoo roster, that player will be placed on waivers where he is subject to claim by other managers before being sent down or released to free agency.
D) There is no waiver system during the off-season.

5) Trade Guidelines
A) Player trading, Entry Draft pick trading, and Waiver Draft pick trading is allowed and encouraged.
B) There is no trading of Prospect Draft picks, Compensation Picks, team names, or keeper slots unless otherwise noted.
C) When a trade between teams is agreed upon, parties involved make a post under the “Trades” section of the message board describing the trade.
D) No trade will be processed until both parties have posted confirmation on the forum.
E) A trade has officially been accepted when all parties have posted “I accept” in the official thread posted on the NAFHL forum.
F) Acceptance of a trade via PM, thread, or any other official means via the NAFHL website are binding and will be upheld as a processed trade. Conflicts should be settled in a private manner between the parties involved.
G) Responsible parties in each transaction have 48 hours to respond to a trade claim posted on the forum. If no response is given within that time frame, the trade is then nullified (or in the aforementioned, presented to the commissioner with evidence for review). During the 48-hour period other managers may not negotiate and/or attempt to trade for the players/assets involved in the pending trade(s).
H) If you accept a trade offer, you can't reverse the trade.
I) Verbal agreements do not constitute “accepting a trade.”
J) Players can only be involved in one pending transaction at a time.
K) Players and/or draft picks involved in a vetoed or cancelled trade can not be traded again for 31 days, except to the party or parties involved in the original trade.
L) No Regular or Minor League player may be traded directly from ones starting roster to another manager’s farm roster. Necessary waiver regulations still apply. Alternatively, no player may be traded, signed, or added to ones farm roster and/or starting roster unless there is a spot available prior to or at the time of acquisition.
M) Processed trades will take effect immediately.

6) Voting Procedures
A) Each member of the NAFHL is entitled to one vote in any league decision.
B) Any GM may start a poll in regards to any number of rule changes and/or league matters.
C) Once a ruling has been established in any poll, the same rule/outcome cannot be voted on again for one year and one day, or until the next offseason (whichever comes first).
D) Any GM may conduct a trade veto poll where each manager is required to vote on whether or not the trade in question is fair.
E) All vetoes are final.
F) Any potential rule change requires 8/12 league members approval (including the acceptance of the Commissioner)
G) Decisions on league expansion require 9/12 league members’ approval.
H) 7/10 managers of those not involved in a trade must be reached for a trade to be vetoed.
I) Each poll will be open for a maximum of two weeks.
J) Any poll whose outcome is undecided after the two-week period will be nullified.
K) After two weeks, any trade veto polls that is left unresolved will result in the processing of the trade or trades in question.
L) The only exception to the rules stated above would be in the event of an inactive manager(s), in which case an 8/11 vote must be reached.
M) Refusal to vote is not encouraged nor is it acceptable under this rule.

7) Draft Procedures
A) The 3 annual NAFHL drafts are (in order): The Prospect Draft, The Entry Draft, and the Waiver Draft.
B) Each draft is a message board.
H) Each GM will have 12 hours from the designated start time to make a selection.
I) If any GM fails to make a selection, that pick will be skipped and will be automatically skipped for all selections until a selection has been made for the original skipped pick.
I) If a GM is unable to make a selection in the 12-hour period, a GM may appoint another league manager to make the selection.

8) Prospect Draft
A) The Prospect Draft is a three round serpentine draft (1-12, 12-1, 1-12).
B) Only Prospects with 10 or less NHL games played (not from the current year’s draft class) may be drafted.
C) The order of the Prospect Draft will be determined based on a random order generator. The order and results will be emailed to each GM and posted on the forum.

9) Entry Draft
A) The Entry Draft is a three round standard draft (1-12, 1-12. 1-12).
B) The order of the Entry Draft will be based on the inverse of the final regular season standings from the previous year (12=1, 1=12)
C) All players drafted in the Entry Draft must meet the eligibility requirements for a prospect.
D) Players selected in the Entry Draft will automatically be assigned to your Farm Team.

10) Waiver Draft
A) The Waiver Draft is a nine round serpentine draft (1-12, 12-1, 1-12).
B) The order for the annual Waiver Draft will be determined as follows:
#1 - Winner of the Consolation Bracket
#2 - Runner-Up Consolation Bracket
#3 - 3rd Place Consolation Bracket
#4 - 4th Place Consolation Bracket
#5 - 5th Place Consolation Bracket
#6 - Last Place Consolation Bracket
#7 - League Champion
#8 - League Runner-Up
#9 - 3rd Place Winner's Bracket
#10 - 4th Place Winner's Bracket
#11- 5th Place Winner's Bracket
#12 - 6th Place Winner's Bracket
C) All remaining free agents may be drafted.

11) The “Minor Leagues”
A) All Prospects and Minor Leaguers (as of June 1) retain Prospect/Minor Leaguer status based on age throughout the upcoming fantasy season.
B) All Prospects and Minor Leaguers do not retain Prospect/Minor Leaguer status based on games played throughout the upcoming fantasy season.
C) If you want to assign Minor Leaguer players from the active roster to the farm, they will test waivers for 2 days, where other GM’s may claim them based on waiver priority before being assigned to the farm.
D) A post must be made within 24 hours on each teams respective transaction thread on the forum for every farm transaction that is being made.
E) Any "minor leaguer" transaction may be nullified and subsequently reversed prior to and after an opposing manager has made a waiver claim within 24 hours if the original owner of the minor leaguer (prior to the waiver claim) unknowingly or accidentally sends the minor leaguer in question to the farm. Each "minor leaguer" will be returned to its owner's main roster and not to its respective farm team.

12) Farm Team
A) The farm team has a total 19 roster slots.
B) The farm team is eligible to roster any prospect or minor leaguer player.

13) Farm-Farm Team
A) The farm-farm team has a total of 10 roster spots.
B) The farm-farm team is permitted to roster only prospects with 25 (or less) NHL games played.

14) Signing Players
A) No free agent signing is allowed before June 1.
B) Prior to the conclusion of the current year’s Prospect Draft, no player may be signed to one's main roster or called up from one’s farm team who does not currently have NHL experience.
C) Open prospect signing (not from the current year’s draft class) will resume on a date to be announced after the conclusion of the current years Prospect Draft.
D) Open prospect signing (current draft year included) will resume on a date to be announced after the conclusion of the current years Entry Draft.
E) No remaining Free Agent may be signed until the Prospect Draft, Entry Draft, and Waiver Draft have concluded and a Free Agent signing date has been established.
F) Players possessing “Minor Leaguer” eligibility are exempt from Sec. 14, Rule B.

15) The Playoffs
A) No trades may be made during the fantasy hockey playoffs
B) No Free Agent signing is allowed during the fantasy hockey playoffs.
C) No Minor Leaguer player may be sent to the farm during the fantasy hockey playoffs.
D) Only in the event of an IR designation, or a DTD player that is dropped may players from a manager’s farm team may be recalled.
E) Rosters will remain locked from the beginning of the fantasy playoffs until keepers have been submitted.
F) Every team will play each other at least one time during the season.
G) The top 6 teams who have the highest points in the regular season will go to the championship playoff. The bottom 6 teams will play in the consolation playoff.

16) Keepers
A) Each GM must provide a “keeper” list of 10 players from the active roster on or before June 1 (as well as a final farm roster).
B) Failure to report a team keeper list will result in the 10 highest ranked players kept (determined by the Yahoo O-Rank for the previously completed season).
C) If no farm roster is submitted in addition to the list of 10 keepers, the last known roster from the previous year will be kept by default.
D) Keeper lists may be modified once they have been submitted up until the keeper submission deadline.
E) All players on the farm team and the farm-farm team (as of June 1) are automatically protected (unless in violation of any of the rules governing prospects and minor leaguers).

17) Expansion Procedures
A) The approval of 8/12 league member’s vote is required for league expansion.
B) The approval of 8/12 league member’s vote is required to implement a league expansion draft format.
C) The expansion draft is run prior to the upcoming season based on the accepted format.
D) All roster rules apply to expansion drafts.
E) An even number of teams must be added in order for league expansion.

18) Compensation Picks
A) All compensatory picks are based on the previous year’s stats and granted for the next upcoming Waiver Draft or Entry Draft.
B) Each GM may take the compensation pick or keep the player.
C) Compensation will only be awarded once per player and only to a player who was a keeper or that was rostered on any farm team the previous season who has signed a professional non-NHL contract.
D) No compensation will be given for a player that retires after his 35th birthday.
E) Extraordinary cases of departure and/or early retirement will be awarded on a discretionary basis.

G) 76+ points = 13th Overall Waiver
61-75 points = 25th Overall Waiver
41-60 points = 37th Overall Waiver
41> = No compensation
H) Goalie Compensation
I) 66+ NHL GP = 13th Overall Waiver
50-65 NHL GP = 25th Overall Waiver
30-49 NHL GP = 37th Overall Waiver
20-29 NHL GP = 49th Overall Waiver
J) Prospect Compensation
K) Any skater that is a prospect and was drafted in the top 6 picks of the Entry Draft (within the past 4 seasons) = 13th Overall Entry.
L) Any goalie that is a prospect and was drafted in the top 18 picks of the Entry Draft (within the past 4 seasons) = 13th Overall Entry.

19) Warning System
A) A 100% warning level is subject to removal from the league.
B) Any GM who reaches a 100% warning level twice will automatically be removed from the league.
C) Missing any pick in any draft will result in a 5% warning penalty. Any third infraction and beyond will result in a 10% warning penalty per infraction.
D) Any roster violation will result in a 5% warning penalty. Any third infraction and beyond will result in a 10% warning penalty per infraction.
E) Any instance in which a GM does not set his or her Yahoo lineup will result in a 5% warning penalty per infraction.
F) Warning levels will be reset to 0% every June 1st.

20) Reprimands
A) Any manager that does not set his or her lineup will be subject to a warning level penalty.
B) Any manager who is inactive (without prior notification or valid excuse) will be subject to a warning level penalty. The intentional benching of goalies during the week and/or skaters on Sunday for strategic purposes does not count as an infraction.
C) At no point during the season or offseason may a team exceed the maximum roster limit for its rosters. If a team is found in violation of this rule, the player or players in violation will be placed on suspended waivers.
D) Once players on the farm team no longer meet the minor leaguer or prospect requirements they are automatically released to the free agent pool where they will be placed on suspended waivers.
E) Transactions of players who cannot clear waivers due to the fantasy seasons ending will result in the forfeiture of that player(s). These players will be placed on suspended waivers.
F) Failure to specify a farm transaction in a farm transactions thread within 24 hours of the transaction will result in the player or players being forfeited to suspended waivers.
G) Any GM that doesn’t vote in any poll calling for rule change, veto, or any other league wide decision (unless otherwise stated) will be subject to a warning level penalty.
H) Repeat offenders of any rule will be subject to a warning level penalty.
I) Unless otherwise stated, an 8/12 league vote and the approval of the Commissioner is required to remove a team or teams from the league.

22) Definitions
Commissioner - refers to the chief administrator of the league and is final arbiter of league matters and disputes between owners.
Collusive - these discretionary acts include but are not limited to two or more managers agreeing to make moves that benefit one team, but not the other, or the plotting against another manager or managers in any way, shape or form.
Compensatory Pick - tiered pick that is awarded for keepers and farm players (that meet eligibility requirements) who sign a professional non-NHL contract or retire before the age of 35 and 1 day.
Discretionary – to be judged on a case-by-case basis
Dump - these discretionary actions include, but are not limited to waiver priority manipulation (the unlawful sending down of “minor leaguers” so that other managers with a higher waiver priority may claim them).
Farm-Farm Team – or team specific name refers to the 10-man roster where NHL prospects with 10 or less NHL games played are able to be rostered.
Farm Team – or “Farm” or “Minors” or team specific name, refers to the 19-man roster where prospects and minor leaguers are sent, and all other players are prohibited from being rostered.
Free Agent - any player who is unsigned to a roster.
GM – or "manager” interchangeably refers to the actual human participant in control of managing his or her own team within the league.
Keeper – a player who is returning from the previous season or will be returning for the upcoming season.
Main Roster – or “roster” or “team” refers to the roster that is the team and it’s starting lineup that is submitted daily on the Yahoo database and its NAFHL forum equivalent.
Message Board – details the NAFHL forum and/or any or all of its sub-forums and its threads.
Minor Leaguer Goalies - goalies with 150 NHL games played or less regardless of age.
Minor Leaguer Skaters - skaters with 200 or less NHL games played, regardless of age.
Nullified - no action taken.
Prospect Goalies - goalies with 100 or less NHL games played and are 24 years old or younger (as at June 1 each year).
Prospects Skaters - skaters with 150 or less NHL games played, age 24 years old or younger (as at June 1 each year).
Streaming – the unnecessary adding/dropping/calling up/sending down/trading of players on consecutive days or repetitively on individual days in order to maintain a maximum number of roster games played on the following day or days to come.
Transaction – the signing, releasing, calling up, or sending down of any player.
Suspended Waivers - prolonged waiver period where a player’s availability is suspended until the next set of summer drafts.
Unrestricted Free Agent – a player coming out of a contract and/or retirement who does not currently possess an NHL contract.
Waivers – a 2-day period when regular and minor leaguer players are subject to being claimed (based on waiver priority) before being sent to the farm or released to free agency.
Warning Level – percentage based forum statistic that is indicative of a GM’s performance within the league.

3) Roster Requirements
A) The following are the roster positions: 3 Centers, 2 Left Wings, 2 Right Wings, 1 Forward, 4 Defensemen, 2 Goalies, 5 Bench Players
B) At no point during the season or offseason may a team exceed the maximum roster limit for his/her main roster.
C) At no point during the season or offseason may a team exceed the maximum roster limit for its farm roster.
D) At no point during the season or offseason may a team exceed the maximum roster limit for its farm-farm roster.
E) Free agents can be signed to your active roster during the season through the Yahoo system.
F) Free agents being signed to the farm must be posted on your forum transactions page.
G) No non-prospect, no-minor leaguer player may be sent to the farm team.
H) No non-prospect, no minor leaguer player may be sent to the farm-farm team.
I) Prospects do not need to clear waivers before being sent to the farm
J) Minor leaguers need to clear waivers before being sent to the farm.
K) Goalie "games played" is noted by the actual number of games a goalie has participated in his career or in that particular season, not the number of games in which he has started.
L) No team may draft any player without first having an eligible spot on its roster or rosters to draft that player
M) No prospect may be drafted or signed to any NAFHL roster unless that prospect was drafted by an NHL team or has signed a contract with an NHL team.
N) No minor leaguer may be drafted or signed to any NAFHL roster unless that minor leaguer has signed a contract with an NHL team.
O) No regular player may be drafted or signed to any NAFHL roster unless that regular player has signed a contract with an NHL team.
I) No player may be signed or drafted to any NAFHL roster that is currently retired from the NHL.
J) No player may be signed or drafted to any NAFHL roster that is an unrestricted free agent in real life.

4) Waivers/Suspended Waivers
A) At the beginning of the season, the order of waiver priority is determined by the inverse of the original order of the most recently completed waiver draft.
B) All waiver eligible players will be placed on waivers for 2 days.
C) When a player is dropped/sent to the minors from a Yahoo roster, that player will be placed on waivers where he is subject to claim by other managers before being sent down or released to free agency.
D) There is no waiver system during the off-season.

5) Trade Guidelines
A) Player trading, Entry Draft pick trading, and Waiver Draft pick trading is allowed and encouraged.
B) There is no trading of Prospect Draft picks, Compensation Picks, team names, or keeper slots unless otherwise noted.
C) When a trade between teams is agreed upon, parties involved make a post under the “Trades” section of the message board describing the trade.
D) No trade will be processed until both parties have posted confirmation on the forum.
E) A trade has officially been accepted when all parties have posted “I accept” in the official thread posted on the NAFHL forum.
F) Acceptance of a trade via PM, thread, or any other official means via the NAFHL website are binding and will be upheld as a processed trade. Conflicts should be settled in a private manner between the parties involved.
G) Responsible parties in each transaction have 48 hours to respond to a trade claim posted on the forum. If no response is given within that time frame, the trade is then nullified (or in the aforementioned, presented to the commissioner with evidence for review). During the 48-hour period other managers may not negotiate and/or attempt to trade for the players/assets involved in the pending trade(s).
H) If you accept a trade offer, you can't reverse the trade.
I) Verbal agreements do not constitute “accepting a trade.”
J) Players can only be involved in one pending transaction at a time.
K) Players and/or draft picks involved in a vetoed or cancelled trade can not be traded again for 31 days, except to the party or parties involved in the original trade.
L) No Regular or Minor League player may be traded directly from ones starting roster to another manager’s farm roster. Necessary waiver regulations still apply. Alternatively, no player may be traded, signed, or added to ones farm roster and/or starting roster unless there is a spot available prior to or at the time of acquisition.
M) Processed trades will take effect immediately.

6) Voting Procedures
A) Each member of the NAFHL is entitled to one vote in any league decision.
B) Any GM may start a poll in regards to any number of rule changes and/or league matters.
C) Once a ruling has been established in any poll, the same rule/outcome cannot be voted on again for one year and one day, or until the next offseason (whichever comes first).
D) Any GM may conduct a trade veto poll where each manager is required to vote on whether or not the trade in question is fair.
E) All vetoes are final.
F) Any potential rule change requires 8/12 league members approval (including the acceptance of the Commissioner)
G) Decisions on league expansion require 9/12 league members’ approval.
H) 7/10 managers of those not involved in a trade must be reached for a trade to be vetoed.
I) Each poll will be open for a maximum of two weeks.
J) Any poll whose outcome is undecided after the two-week period will be nullified.
K) After two weeks, any trade veto polls that is left unresolved will result in the processing of the trade or trades in question.
L) The only exception to the rules stated above would be in the event of an inactive manager(s), in which case an 8/11 vote must be reached.
M) Refusal to vote is not encouraged nor is it acceptable under this rule.

7) Draft Procedures
A) The 3 annual NAFHL drafts are (in order): The Prospect Draft, The Entry Draft, and the Waiver Draft.
B) Each draft is a message board.
H) Each GM will have 12 hours from the designated start time to make a selection.
I) If any GM fails to make a selection, that pick will be skipped and will be automatically skipped for all selections until a selection has been made for the original skipped pick.
I) If a GM is unable to make a selection in the 12-hour period, a GM may appoint another league manager to make the selection.

8) Prospect Draft
A) The Prospect Draft is a three round serpentine draft (1-12, 12-1, 1-12).
B) Only Prospects with 10 or less NHL games played (not from the current year’s draft class) may be drafted.
C) The order of the Prospect Draft will be determined based on a random order generator. The order and results will be emailed to each GM and posted on the forum.

9) Entry Draft
A) The Entry Draft is a three round standard draft (1-12, 1-12. 1-12).
B) The order of the Entry Draft will be based on the inverse of the final regular season standings from the previous year (12=1, 1=12)
C) All players drafted in the Entry Draft must meet the eligibility requirements for a prospect.
D) Players selected in the Entry Draft will automatically be assigned to your Farm Team.

10) Waiver Draft
A) The Waiver Draft is a nine round serpentine draft (1-12, 12-1, 1-12).
B) The order for the annual Waiver Draft will be determined as follows:

11) The “Minor Leagues”
A) All Prospects and Minor Leaguers (as of June 1) retain Prospect/Minor Leaguer status based on age throughout the upcoming fantasy season.
B) All Prospects and Minor Leaguers do not retain Prospect/Minor Leaguer status based on games played throughout the upcoming fantasy season.
C) If you want to assign Minor Leaguer players from the active roster to the farm, they will test waivers for 2 days, where other GM’s may claim them based on waiver priority before being assigned to the farm.
D) A post must be made within 24 hours on each teams respective transaction thread on the forum for every farm transaction that is being made.
E) Any "minor leaguer" transaction may be nullified and subsequently reversed prior to and after an opposing manager has made a waiver claim within 24 hours if the original owner of the minor leaguer (prior to the waiver claim) unknowingly or accidentally sends the minor leaguer in question to the farm. Each "minor leaguer" will be returned to its owner's main roster and not to its respective farm team.

A) The farm team has a total 19 roster slots.
B) The farm team is eligible to roster any prospect or minor leaguer player.

13) Farm-Farm Team
A) The farm-farm team has a total of 10 roster spots.
B) The farm-farm team is permitted to roster only prospects with 25 (or less) NHL games played.

14) Signing Players
A) No free agent signing is allowed before June 1.
B) Prior to the conclusion of the current year’s Prospect Draft, no player may be signed to one's main roster or called up from one’s farm team who does not currently have NHL experience.
C) Open prospect signing (not from the current year’s draft class) will resume on a date to be announced after the conclusion of the current years Prospect Draft.
D) Open prospect signing (current draft year included) will resume on a date to be announced after the conclusion of the current years Entry Draft.
E) No remaining Free Agent may be signed until the Prospect Draft, Entry Draft, and Waiver Draft have concluded and a Free Agent signing date has been established.
F) Players possessing “Minor Leaguer” eligibility are exempt from Sec. 14, Rule B.

15) The Playoffs
A) No trades may be made during the fantasy hockey playoffs
B) No Free Agent signing is allowed during the fantasy hockey playoffs.
C) No Minor Leaguer player may be sent to the farm during the fantasy hockey playoffs.
D) Only in the event of an IR designation, or a DTD player that is dropped may players from a manager’s farm team may be recalled.
E) Rosters will remain locked from the beginning of the fantasy playoffs until keepers have been submitted.
F) Every team will play each other at least one time during the season.
G) The top 6 teams who have the highest points in the regular season will go to the championship playoff. The bottom 6 teams will play in the consolation playoff.

16) Keepers
A) Each GM must provide a “keeper” list of 10 players from the active roster on or before June 1 (as well as a final farm roster).
B) Failure to report a team keeper list will result in the 10 highest ranked players kept (determined by the Yahoo O-Rank for the previously completed season).
C) If no farm roster is submitted in addition to the list of 10 keepers, the last known roster from the previous year will be kept by default.
D) Keeper lists may be modified once they have been submitted up until the keeper submission deadline.
E) All players on the farm team and the farm-farm team (as of June 1) are automatically protected (unless in violation of any of the rules governing prospects and minor leaguers).

17) Expansion Procedures
A) The approval of 8/12 league member’s vote is required for league expansion.
B) The approval of 8/12 league member’s vote is required to implement a league expansion draft format.
C) The expansion draft is run prior to the upcoming season based on the accepted format.
D) All roster rules apply to expansion drafts.
E) An even number of teams must be added in order for league expansion.

18) Compensation Picks
A) All compensatory picks are based on the previous year’s stats and granted for the next upcoming Waiver Draft or Entry Draft.
B) Each GM may take the compensation pick or keep the player.
C) Compensation will only be awarded once per player and only to a player who was a keeper or that was rostered on any farm team the previous season who has signed a professional non-NHL contract.
D) No compensation will be given for a player that retires after his 35th birthday.
E) Extraordinary cases of departure and/or early retirement will be awarded on a discretionary basis.

19) Warning System
A) A 100% warning level is subject to removal from the league.
B) Any GM who reaches a 100% warning level twice will automatically be removed from the league.
C) Missing any pick in any draft will result in a 5% warning penalty. Any third infraction and beyond will result in a 10% warning penalty per infraction.
D) Any roster violation will result in a 5% warning penalty. Any third infraction and beyond will result in a 10% warning penalty per infraction.
E) Any instance in which a GM does not set his or her Yahoo lineup will result in a 5% warning penalty per infraction.
F) Warning levels will be reset to 0% every June 1st.

20) Reprimands
A) Any manager that does not set his or her lineup will be subject to a warning level penalty.
B) Any manager who is inactive (without prior notification or valid excuse) will be subject to a warning level penalty. The intentional benching of goalies during the week and/or skaters on Sunday for strategic purposes does not count as an infraction.
C) At no point during the season or offseason may a team exceed the maximum roster limit for its rosters. If a team is found in violation of this rule, the player or players in violation will be placed on suspended waivers.
D) Once players on the farm team no longer meet the minor leaguer or prospect requirements they are automatically released to the free agent pool where they will be placed on suspended waivers.
E) Transactions of players who cannot clear waivers due to the fantasy seasons ending will result in the forfeiture of that player(s). These players will be placed on suspended waivers.
F) Failure to specify a farm transaction in a farm transactions thread within 24 hours of the transaction will result in the player or players being forfeited to suspended waivers.
G) Any GM that doesn’t vote in any poll calling for rule change, veto, or any other league wide decision (unless otherwise stated) will be subject to a warning level penalty.
H) Repeat offenders of any rule will be subject to a warning level penalty.
I) Unless otherwise stated, an 8/12 league vote and the approval of the Commissioner is required to remove a team or teams from the league.

22) Definitions
Commissioner - refers to the chief administrator of the league and is final arbiter of league matters and disputes between owners.
Collusive - these discretionary acts include but are not limited to two or more managers agreeing to make moves that benefit one team, but not the other, or the plotting against another manager or managers in any way, shape or form.
Compensatory Pick - tiered pick that is awarded for keepers and farm players (that meet eligibility requirements) who sign a professional non-NHL contract or retire before the age of 35 and 1 day.
Discretionary – to be judged on a case-by-case basis
Dump - these discretionary actions include, but are not limited to waiver priority manipulation (the unlawful sending down of “minor leaguers” so that other managers with a higher waiver priority may claim them).
Farm-Farm Team – or team specific name refers to the 10-man roster where NHL prospects with 10 or less NHL games played are able to be rostered.
Farm Team – or “Farm” or “Minors” or team specific name, refers to the 19-man roster where prospects and minor leaguers are sent, and all other players are prohibited from being rostered.
Free Agent - any player who is unsigned to a roster.
GM – or "manager” interchangeably refers to the actual human participant in control of managing his or her own team within the league.
Keeper – a player who is returning from the previous season or will be returning for the upcoming season.
Main Roster – or “roster” or “team” refers to the roster that is the team and it’s starting lineup that is submitted daily on the Yahoo database and its NAFHL forum equivalent.
Message Board – details the NAFHL forum and/or any or all of its sub-forums and its threads.
Minor Leaguer Goalies - goalies with 150 NHL games played or less regardless of age.
Minor Leaguer Skaters - skaters with 200 or less NHL games played, regardless of age.
Nullified - no action taken.
Prospect Goalies - goalies with 100 or less NHL games played and are 24 years old or younger (as at June 1 each year).
Prospects Skaters - skaters with 150 or less NHL games played, age 24 years old or younger (as at June 1 each year).
Streaming – the unnecessary adding/dropping/calling up/sending down/trading of players on consecutive days or repetitively on individual days in order to maintain a maximum number of roster games played on the following day or days to come.
Transaction – the signing, releasing, calling up, or sending down of any player.
Suspended Waivers - prolonged waiver period where a player’s availability is suspended until the next set of summer drafts.
Unrestricted Free Agent – a player coming out of a contract and/or retirement who does not currently possess an NHL contract.
Waivers – a 2-day period when regular and minor leaguer players are subject to being claimed (based on waiver priority) before being sent to the farm or released to free agency.
Warning Level – percentage based forum statistic that is indicative of a GM’s performance within the league.
